varios aspectos, en primer lugar ¿en qué medida el personal docente está formado para guíar esta actividad investigativa? Por otro lado, es cierto que aunque el alumno normalista ten- ga como requisito elaborar un trabajo de titulación para su egreso óptimo, no queda muy claro, pues con base en la guía y asesoría de sus maestros formadores ¿realmente el futuro maestro elabora una tesis que critica, contrasta y/o produce conocimiento a través de un proceso metodológico? O por el contrario, dicho trabajo ha quedado limitado en el marco de un plan de intervención (planeación didáctica) carente de sustento teórico-metodológico. Desde esta nueva perspectiva que con base en los estu- dios de Navarrete-Cazales (2015) y Galván (2012) se le da a las Escuelas Normales como instituciones de educación superior da una concepción distinta a la que se mantenía en estas ins- tituciones, sin embargo, la falta de condiciones académicas, institucionales y/o de recursos humanos dentro de dichas es- cuelas no ha logrado formar docentes-investigadores, sino solo lo primero, puesto que más que una renovación en las condicio- nes curriculares, de infraestructura y/o laborales como el suel- do, contratación y promoción docente entre otras, la refoma de 1984 se asumió más como una “imposición política”, y no como una propuesta pedagógica institucional, pues no hubo una reformulación en la visión, misión y oferta educativa por parte de la escuela normal Ahora bien, con base en el siguiente estudio histórico-docu- mental (Ducoing, 2013), a través de diversas investigaciones, se hace una crítica en torno al sistema de formación, capacitación y actualización de profesores normalistas en México mediante las políticas educativas nacionales. 186
