Annex 2C: ROCOND 373 In situations where the segment is rated as a Rigid Pavement but asphalt partially covers the surface and the item’s condition cannot be assessed, this should be recorded under the Rater’s comments. If possible the gauging length position must be selected on a portion of the segment where there is no asphalt concrete covering the concrete. In each case, it must be determined whether the condition of an item can be properly assessed as to its ability to perform the function required of it. For example, joint sealant distress is a concern because it may allow water and/or incompressible material into the joint creating long-term problems. However, if the joint is covered with asphalt concrete, the true condition of the joint sealant cannot be determined and it is therefore “not assessable”. The impact of asphalt concrete cover is addressed in each item rating discussion. 3.2.
